H.E. Charles Tchen is a Gabonese engineer with approximately 50 years of international experience, mostly with Shell working in the Netherlands, Oman, Tunisia and Gabon. He is currently CEO of Independent Petroleum Consultants, based in Libreville, which represents numerous IOC's in Gabon. He is a non-executive director of Shell and Honorary Consul of the Netherlands. He was decorated with the Order of Merit of the Federal Republic of Germany (1992) and was also appointed Knight of the Order of Orange-Nassau by the Netherlands for his humanitarian work, and was given the title of Commander of the National Order of Merit by Gabon. Mr. Tchen holds a B.Eng (Mechanical) & Diploma in Business Administration, from the University of Aachen, Germany and is a member of the Society of Petroleum Engineers (SPE). Mr Tchen has been representing Capitaine Energy Inc. and advising the Board of directors on government liaison and strategy since its inception in 2017.
Mr. John Pooler has 41 years of international experience, most of which was spent with BP until his retirement in 2017. At BP he was Vice President of Reservoir Development responsible for reserves, production and for development plan assurance in BP’s Global Projects portfolio; he was also BP’s Strategic Advisor to Abu Dhabi Marine-OPCO on E&P project management. Since leaving BP, he has acted as an advisor to legal institutions, governments and petroleum ministries, and maintains close relationships with key industry and government players in Europe, North Africa and the Middle East
Mr. Cole is a Petroleum Engineer with more than 38 years of national and international experience in the United States, Canada, Indonesia, India and Bangladesh. He holds a B.Sc. in Chemical Engineering and an MBA from the University of Calgary. He previously worked for Bow Valley Industries in Canada and Bow Valley Asia Ltd. in Indonesia. From 2010 to 2017, he was Vice President of Engineering and Production at Niko Resources. He is currently CEO of True North Renewable Fuels, which he founded in 2017 to finance, build and operate a US$750 million renewable fuels refinery in Regina, Saskatchewan. Mr. Cole advises Capitaine on Business Planning and ESG compliant business practices
Tony Cioni has a career spanning 25 years in international energy law, specialising in exploration and development projects in over 30 countries. Mr. Cioni speaks French, Italian and Russian and has lived/worked in Russia, Kazakhstan and Kuwait and has focused on Asia, Africa and the former Soviet Union. He is currently the Secretary of the Association of International Petroleum Negotiators (AIPN), and was a co-recipient of the AIPNs 2016 Research Paper Prize for a study on international field security risk issues. In 2017, he co-founded Cito Energy Law in Calgary,, a leading energy boutique offering a combination of legal and commercial advisory services. Mr CIoni previously worked as a partner at Torys LLP and was functional Head of International and Frontier Business Services with Husky Energy. Mr. CIoni has been advising Capitaine Energy on its Gabon projects since inception in 2017.
